"It must not be forgotten that the League of
Nations is still a young organization. It has not
yet tried out all its powers or reached its full scope.
In the nature of the case, it must now and then
encounter obstacles, and patiently seek methods of
surmounting them. This, in brief, is all that took
place nt Geneva last week, and there is nothing in
it to overcome us with surprise or fill us with de
jection about the future.
"Imagine a fanner in the path of a cyclone such
as Herbert Quick once described in its devastating
passage through- Iowa. .This man finds his own
house and farm untouched. He may thank his lucky'
stars that he was 'out of it.' But he soon discovers
that he was deeply and inextricably in it. There
aie neighbors to be rescued; roads and bridges to
be rebuilt; whole villages to be restored; transpor
tation and markets to lie put light again. He was
on one side of the great disaster, but he did not
escape it. So America was not in the full hurri
cane of war -that wrecked Kurope, but has no right
' to say that it remained safely out of it. We were
in it and are still in its sequels. The thing for
honest and open-eyed Americans to do is not to
mock at those who are giving of their strength to
the work of recovery, but to encourage them and
