' Th(..CMrfew Taw,'' an ordinance of long standing in La Grande, has recently been given new enforcement attention by the; police department after a good 'share of the public ltad. expressed itself aa opposed td children of an irresponsi ble age running the strects at all hours of the night. The enforcement policy has resulted Iii children," generally boys, lieirigipfcked Aip on the :. street' in considerable 'huinbero after the' curfew hotir a great- number -of them 10 to 14 ydni jit has, been 'the. policy of tho present city administration from the start to see that the offending youngst'eii are not puf in Jail but are escorted home and the parents told of 'tneir conduct. On many nights from ten to twenty chil dren are taken home by the police as an enforcement move foij the; curfew law. But the evil does not diminish. The Mime youngstem . are on the street tonight that were on last night, ' The reform is not. reforming. ' r v . The difficulty lies with the parents concerned. They i)ot; only do not care if their children are on the streets after: 9 o'clock ot night, but they are even resentful when the police round up the children and return them home at 11 or 12. They, shower abuse on the police officers for in'eily doing their dutyt in a mild way in the enforcement of the law.,,. With such lack of support on the part of the parents, it is but natural that the work of the police de partment should go to naught. - If parents wilh not help in the observance of the curfew ordinance, it cannot ac cdmplish its pmpose unless more severe measui are ie Hoited to, ; , ..., - - .Recently the 'police picked up a 10-year-old boy after the ' tiurfew hour nnd called his mother on tho phone to come and get hjm. She thanked them and asked if they could, keep the boy for another hour and a half so she Could go to the danccat one of the local dance halls. , Such is the parental responsibility 'to be contended with. Such i the attention being given many boys who wilMiecome citizens in a few years, who will help make or break a community, j t , ' If La Grande is going to have a curfew law, The OI Berver is in favor of enforcing that law. Andjf it is to be enforced, pai-ents must bo held responsible for the contin ued violations of its provisions by their children. If, for second or third offense, parents were haili into court and fined five dollars and costs, their children would lie seen on the street less fi-equently lute at night. If they do not feel the moral resiMinsibility,. perhaps they .could be made to feel the financial responsibility. Amending the present curfew ordinance in some such manner is the only way that enforcement and observance can accomplish the desired good. It is a problem that readily offers itself to parent teacher associations, civic bodies, churches, etc., for a bene ficial solution. News front Turkey.
