In fact, the change of address is made manda tory upon those who desire their mail to reach its destin rtion. Here is propaganda and red-tape in their purest state. It is customary to make a mailing address as clear an' intelligible as possible. But the soviet government recog nizes no customs, and in accordance with this policy pro hibits the use of an address alxmt which there is no un certainty. With the soviet dictatorship it is not a question of expediting the Russian mails but of using the mail fo! oviet propaganda. Address mail to a majority of the Prussian people under the new national title of "Union cf the Socialist Soviet Republics" and they think they had received the mail of another.
