tion of workers' leisure; second,
equality of treatment for national

dents; third, the weekly suspen

the leisure time should be thought

problem of leisure time specifical
ly takes the form of recommenda
tions. The conference will be
asked lo recommend .fhat each
member state having due regard
to lnca! customs, should consider
the means of so arranging the
working day as to make spare
time as continuous us possible.. It
Is also suggested t hat by . means
of a well-conceived transport sys
tem. Yeiineeil fares and suitable
time tables, the time spent by
workers between their homes and
their work should he shortened us
much as possible that the employ
ers and workers' organizations
should bo largely consulted by
public or private transport author
ities as lo the best means of devis
ing such a system.
" The conference will be further
askeil to recommend to all coun
tries the construction of houses on
a sufficient scale and with low
rental in garden cities or suburbs,
under conditions Insuring a proper
degree of health and comfort, the
providing of public baths, swim
ming pools, etc., and legislative or

are the development of physical
health and strength by means of
games and sports and the encour
agement of technical and general
