The New Boss

of the new boss who takes Murphy's place, in the following
language:
i Experience has given Americans a well-defined idea of
the typical city political boss the man who fights his way
Trom gang leader or barkeeper, often by strong-arm meth
ods, to a place of power, where by selling legislation and
privileges, and often by darker methods, he becomes rich
and still more powerful. One has but to recall Tweed, Kelly,
Croaker, of New York; (icorge I. Cox, barkeeper of Cin
cinnati; llinky Pink and Hath House John of Chicago
not to mention some worthies nearer home to make up
the composite picture.
Hut Tamanny Hall lias something quite new in bosses,
especially for Tammany. That abhorred organization ap
pears to have entered into what the newspapers call a "now
era" in the choice of James A. Foley to be its chief. No
such man, so far as we can recall, has ever before been in
real power in Tammany. At times efforts have been mado
to "perfume" the leadership with high-class advisers, but
they had no real power. That was wielded by some rough-
neck boss, who never ran for office himself.

would bo out. of character should he become wealthy by
the usual methods of the boss. He has been in both the
assembly and the senate, where he in u'e such a record
that even the Citizen's Union approved him. In 191!) in a
Republican landslide he was elected n;:ate, the onlyl
Democrat to win an important office. It would seem a pity'
that so promising a career should be interrupted by hisi
becoming the big chief of Tammany, tiie occupants of that
position rarely if ever running for office. He accepted the
job with great reluctance and against the wishes of his
wife and her mother, who is the widow of Charles F.
Murphy.
Surrogate Foley is a young man, only V2, and a skillful
politician, which might indicate that. Tammany has an eyj
to future successes under a vigorous leader. It is a matter
of speculation, however, whether Mr. Foley will be able
to maintain the absolute domination over Tammany and
New York which has in the past been wielded by other
bosses, who fought their way from the bottom. He is dif
ferent and much less ruthless and his job has been handed
to him on m silver platter, lias Tammany reformed and
really entered upon a :iew era?
