j An Indefensible Policy
An interesting item of neV8 comes from Kitchener, On
tario, A citizen of that town is it momlier of the local
bricklayers' union. The collegiate board engaged him to
tench his trade to attendants in a vocational school, and
he has been devoting three nights a week to that work.
JJis union fined him $100 on the charge of ''selling the
trade," and ordered him to appear before it if he had any
protest to make against the fine. lie failed to appear
;lid the union added ?25 to the fine, making a total of $125.
i The item has infinitely more interest from an economic
point of view than as an instance of union labor discipline.
Of course the object of the latter is to restrict the number
of skilled mechanics jn order to maintain a higher average
wage, lint suppose the same policy ere adopted by all
other trade hy roofers, pluniliers, furnace setters and
builders, window glass makers, and all the other mechanics
engaged directly or indirectly in the construction of a
building?
The InexoraDie consequences would be an increase in
the cost of the building. If the latter were used, say, for
a retail store, then each item of merchandise sold therein
must bear itu proportion of the increased cost which must
he paid by the consumer. If a building were a dwelling
house intended for rent, then the increased cost is included
in the monthly rental. But extend the policy to garment
makers, to shoemakers, to coal diggers and to producers
of foodstuffs. Against the increased cost is added to the
necessaries of life, which much bo paid by mechanics as
well as by everybody else.
' If a builder cannot make a profit out of his enterprise
he will not build, and that profit can only, be made by ad
justing the price of his service, products and rentals to the
original cost of conducting his business. Prosperity con
sistfl in abundance of consumable or usable things, not in
acui-city and high cost.

Some years ago In the days of the czar and his enemies,
the terrorists, in Russia, one of the latter conspired to
assassinate the czar. The plot failed nnd the plotter was
