Hut, within their limits, they function 'as the nation's arteries of trade and commerce and therefore lend themselves to study as basis of general, correlated, coordinated and con solidated arterial system or veloped. This carries a solution of the problem as two presi dents have seen it and as sound economic principles point. The nation is to be considered as a body, and to function 1 1.. ' 1 111 J I i J . Present conditions convincingly prove that trans - portion development nlonar lines hitherto pursued docs not, will not and can not measure up to this. And development along' such lines would call for correlation, coordination, consolidation of railroads, by routes and systems, and of highway '! waterway trans portationwhich would make for maximum service al minimum cost. And 'this is the most promising lead to ward solution, that has so far been suctfosled. The alternative lo such development is jjoveniment ownershiji or control which would be unsound in principle, and as experience of America and other nations has proved, ineffective and prohibitively costly in practice.
