Tho vast regions of the Amazon valley, which arc but sparsely in habited, contain many forms of wealth that aro within the reach of ruthless outlaws who act In. small groups, as well as In big and power ful organizations. It is reported that fortunes in gold and precious clones have been panned from the gravels of tho northern streams of Brazil by outlaw miners; thut rose wood, mahogany, ebony and other precious woods have been stolen from Brazilian forests, that cattle haven been run off the poorly pro tected ranches, und the crops of out laying settlement furms boldly pil fered by raiders. Tho reports udd that these outluw activities havo re suited in many bloody clashes bo tween local inhabitants und bands of frontier runners. Tho fact that boundary lines run through trackless wilderness makes it utmost Impossible to establish ef fective police protection.' Tho few military posts of the Brazilian gov ernment and her neighbors are lost in the vastness of the zones they are supposed to patrol. Tho outlaws aro escaped convicts from tho penal colony in Kronen Guiana, negroes- from Barbados, Mar tinique and Trinidad, riff-raff from Kngllsh and Dutch Guiunu, and ad venturers from Venezuela. French Kngtish, Dutch, Spanish, Portuguese and Indian dialects are mixed Into a general regional language. The slzo of the outlaw organizations is governed by the kind at outlawry In which they are engaged. Tho gold mining and smuggling gangs, for in stance, are said to be large und powerful, with headquarters in coast towns. As a moans of taming the frontier . zones, tho Brazilian Ministry of Ag-i riculture, commerce and industry plaining to fill up strip of land along tho boundary lines with Indian reservations and ug-k ricultural colonies. The Ilruzilianf Indians are hardy and warlike, and! It Is believed that they would sooni rid those regions of foreign invaders if they were given property to de fend.
