Sched ules of livestock, commission rates at Chicuffo, Omaha, Kansas City and St. Louis have bfen under consid eration by arbiter of the packers and tftockyards administration of the United States department of agri culture, will be matcirially reduced as a result of the report ami award made public Tuesday. By the new rates it ix estimated that producers and shippers will save three-quarters of n million dollars a vear m com missions. Through mutual consent of the complainants and respondents the decision was left in the hands of two representatives of the packers und stockyards administration of the de partment of agriculture, G. N. Dixg- Ker, in charge of the rate division, uml Howard M. Gore, in ehanre ol the trade practice division, the pro ducers organizations and tne com mission men aorreein&r to abide bv their decision. It was the first time that live stock commission rates had 'been de termined in this manner. Cut From $1 lo $2 a Car. Tho new rates for selling cattle at St. Paul, Omaha ami Kansas City was u minimum of $15 for 20 head or less and a maximum of $1!) for a carload, at the rate of 65 cents per head for St. Paul and Kansas City and 70 cents for Omaha. The Chicago minimum charge for 20 head or less will , be $17t and with a maximum of $21. The cuts Irepre sented in these rates for Kansas City, Omaha and St. Paul amount to from $1 to $2 a car and from 10 to 15 cents a head. The new calf rates on the first three of these markets for single deck cars are a minimum of $15 and a maximum of $20 with a per head rate of HO cents, double deck, cars ut a minimum of $21 and a maximum of $20. At Chicago the cuts represented are for cattle, $1 to $;i a car and 15 cents a head; for calves, single deck, will be a minimum of $17 and a maxi mum of $22: double "decks $23 to $28: the per head charge being 30 cents- This is a reduction ranging from SI to $4 a car and 5 to 10 cents a head. The new rates on hogs at the first three markets are a minimum of $12 for 50 head or less, and 15 cents per head up o u maximum of 22, on double deck carloads. , At Chicago, the limits on singles are $13 and $15 and on doubles $18 and $23. The reductions range from $1 to $4 a car and firom 13 to 15 cents a head on hogs. The new sheep rates at Kansas City and St. Paul will be the same as the present rate at Omaha. Mixed stock rates have been re vised in accord with other changes with car reductions up to $4. This change in respect to co-operative shipments handled as single ownership lots atlords a reduction !of as much as $8 a carload at cer itain markets, and at the other the reduction is equu to the car lot re ductions mentioned previously. The other markets condered here do not have a separate pro rating charge, iut the new prorat ing schedule applies to all ol them. Collections (..milled. The amounts that selling agenc ies can collect for personal ser vice have been limited by these new schedules, and charges can be made only to the extent that the service has been utilized bv shippers. Re vised schedules contemplate basic charges for those shipments requir ing services in addition to usual standard service. The arbitra tion decision lowering commission rates on livestock will be accepted by the exchanges, which "regard the decision of Messrs. Gore ami Dag ger us another example of the effi cacy of the arbitration method of settling such disputes," Everett Ilrown, president of the Chicago and National livestock exchanges said in a stntement Tuesday. The two arbi trators, he added acted as disinter ested arbitrator! und not as govern ment officials, and the exchanges, producers ami department of agri culture entered into stipulations to anide oy the decision. "Hud the exchanges declined to arbitrate und stood on , their legal rights, lengthy litigation would have resulted." said Mr. Krown. "ami al though this decision iM disadvantag eous to livestock commission men, we accept it in the same spirit that we entered the arbitration. , "We want livestock oroducers ofi tho country to understand," he con- j tinued, "that in accepting this cut j me uuanciai resuus oi -which can not even be approximated at the moment, livestock commission men have acted voluntarily by accepting arbitration both in principle and in pructice, and that the result should be ore acceptable to ull concerned than had it been merely a govern ment order.''
