A road cannot be built and then de serted; someone must be on the job to sec that the road is not abused, else the heavy investment will deteriorate and little bene fit will result. Just now the highway department of Eastern Oregon we jneun the boys who have supervision and see that the roads are kept up are having their perplexing problems. In some localities large logging operations are contemplated at once. That means fearful strain on macadam roads. That is right, for paving will stand no such loads as gravel trucks. Even with these re strictions Ihere is talk among load people that the Island City pavement must soon le relaid in order to guarantee a perma nent road. I But probably the most perplexing thing that is con fronting ;the men who arc devoting their time to highway maintenance is the driving of livestock over the roads. ..A few bands of sheep caii ruin a highway, and the sheep driving season is near at hand. What the officers can do to prevent bands of sheep from shat tering the macadam is yet to be seen. Plainly they are short on power and authority, although the state laws do strike to wards a supervision that is needed. The present laws must be construed very lilerally, however, in order to permit the officials to stop certain traffic 6n public roads, but that construction should follow, for the highways are tho property of the many, paid for by the many -and it is not right for' a few to ruin them. On the 'other hand, because a highway is a fine one it should not be a bar to commercial pursuits of any class of people. Analy-1 ,zing the problem from every angle it would seem that the sheep i and cattle men cannot use the macadam roads to drive their herds ! from dfferent points and the state will have to route them over the hills and assist in procuring permission to drive through privately owned property. I hey op- More Authority Needed Assurance that the recently-formed Ameiican Law Institute will have sufficient funds to undertake its monumental task of promoting the restatements and clarification of the law and its . better adaption to the needs of life, is given by the announce-1 nient that the Caniegie Corporation has donated $1,075,0110, pay-j able over a period of ten years" to the organization, says thev Amoricjin Bar Association Journal. The announcement was made ' by the Executive Committee of the Council of the Institute. The1 work which is being ''undertaken is the most ambitious ever at tempted by the profession' in any country and it will of course involve the expenditure of large sums of money. The action of the Carnegie Corporation gives the Institute for ten years an in come of mnie .than $100,000 a year and thus insures an imme diate beginning iind a vigorous prosecution of the plan." While it is understood that a complete restatement of the law such as contemplated cannot be made in that period, it is believed that many of the most important topics can be completed and the value of the Institute and its work thoroughly .demonstrated. The officers of the Institute are Elihu Hoot, Honorary Presi dent; George W. Wickersham, President; lienjamin N. Cardozo, Vice-President; George Wellwood Murray, Treasurer. The affairs of the organization are managed by a Council which has among its membeis many of the leading lawyers and judges of the United i States.
