IX A virtual settlement of the rail road strike as affecting thirty-five to forty per cent of the rail roads of the country was announced late today by Secretary of Labor Davis on the basis of reuortsfrom a nieeliitK of the Gen eral Policy Committee of the striking shop crafts unions. "With this settlement of a huge portion of the strike," Sec retary Davis said, "the whole industrial machinery of the coun try is ready for a forward movement which is unprecedented in our economic history."
