enee. It is verv important that each
individual strictly refrain, from the
habit of luxury and exercise action of
individual economy. This principle
should be particularly borne in tnind
bv those in the government service
who are required to make efforts for
the spread of the thought of economy
and thrift among people-
Ihe premier regretted that the con
dition of the thinking world in this
country still was in an unsettled state
for which the Dreniier recognized the
necessity of taking proper measures
for iruidhiv the thoughts of the peo
pie in a right course. The government
also was deliberating the question of
relations between capital and labor.
The Premier said that the govern
ment was fully aware of the necessity
of the adontion of treneral manhood
franchise and was making an elaborate
study with a view to adopting that
system though at present he was un
able to state anvthing definite abou'
the date of its execution and the par
ticulars of the plan.
