If the understatement is due to negli gence or to intentional disregard of authmizH rules ad regulations with knowledge thereof, but without in tent to jlefrnud, there is to be addled 5 per cent of the total amount of tho deficiency plus interest at the rate at 1 per cent a month from the time th.3 tax was due. If the understatement ii false with intent to evade the tax the penalty is a fine of not more than 10,00O or one year's imprisonment, or both, together with the costs of prosecution, and oO per cent of the total amount of the deficiency which is added by assessment to the ax. If for any reason a return cannot be filed by the due date, applicatio.i may be made to the collector of inter nal revenue of the district in whici the taxpayer lives or has his principal ,p!uce of businers, setting forth the facts as to the taxpayer s innhiiity to file on time. Upon showing a reason-: able excuse, such as absence, illness etc., the collector may grant an exten sion of time not to exceed :i0 days ii which to file the return. If furthe' extension of time is required applica tion must be made to the Commissioi er of Internal Revenue, the collectn having authority to grunt oniy nn ix tension of not to exceed 110 days. The commissioner may grant an ix tension on a reasonable cauye shnvn, not exceeding six months. This dx months' limitation, however, it not ap plicable to taxpayers who are abruid. When the payment of a quarterly in stallment is postponed at the reqiest of a taxpayer there is added as ,arr. of such installment, until paid, intrest at the rate of one-half of 1' percent a month from the date the iintall ment would have been due if ro ex tension had been granted.
