There are several coiitinficncies ihieh will effect the cost to the late. Effort to make even an np roxiinale calculation of real valuf well-nigh hopeless, so only the . ossfbillties can be given. "The law as regards cash pr.y lents, Is almost identical with the Vashington law, under which bo uses are now being paid. The chief Mfferencc Is that the Oregon law rants no bonus to men for the first ixty days of service. The Wnsh ngton law has no service minimum. The rate of payment Is otherwise the ,mme. The Washington law has no iltnrnntlve loan provision. All the iervic men receive casb "The Initial bond Issue provided by the Washington law was for $11,- u iiii-, then be continued to rti purchaser, ..but at 6 per cent, fil tered. .Thus 'the Soldier wh has a loan and. ft compelled o sell niav have lo find a (purchaser who can pay for bis equity and also pro vide a substantial payment' on the (oau. The effect will be lo restrict the market of tbe service man who is compelled to sell. The same, pro vision applies to his executor iu case of his djtuth. But the loan provision has cer tain 'offsetting attractions. For ex ample, If a service man owns a lot worth $1000 he can borrow $3000 to build a house on It. The money! be advanced from lime to time to pny for labor and Materials, for this loan he need pay no mure than per cent annually. 4 iper cent of which" is interest and 2 per ceni applies on the principal. There will be an initial esiiense paid by the1 applicant of not to exceed $25 for. appraisers' and attorneys' fues. Slm-i ilur provisions are made for farm j improvements. In -short, the ser-j vice man who has a stake of gludoj or more in land, can borrow i to . Improve It at a cost to him o ; $180 a year or $15 a month. j uut aside rrom attractions that may affect the number of loans as a mutter of option, there Is a con tingency named in the bill which makes speculation as to its results still more hazardous. It' congress adopts bonus legislation before Hie special Oregon election Is held time as satisfied. all luau " If the applications ure Iikui feature is eienyly popular, sfftte bonds iu the eniire sum of $30,000,001) will be required utid the issue will liuve to' be carried for n time by gen eral taxation. The pay all claims butan estimate of law says specifically "cash, bonus." tho total requirement was not given. Oregon 'pontrlhntcd almost ex actly two-thirds as many men as the i state of Washington. It would i Boom, therefore, that except for de- ;! duV'tlons due to the mi'iiiinum ser- t Vice provisions of the Oregon lavy, the cost In this' state would be Iwo- thirds thnt of Washington, assuming ? thnt all eligible men nvaiiled them- I selves of the cash bonus privilege 5 and not accepted the loan option. . If the Washington cost should be i $12,000,000 the Oregon cast would be nearly $8,000,000, for there Is probably no material difference (n thn average service period. But this I figure Is only illustrative. It is !i siipppsed that many Oregon service , ...!. i. t.....nn.i r lean. Jllfll nulllll L.IIXtT IMtlllB IIIBlftlll Ul "I cash. "If many Oregon men should I avail themselves of tho loan pro. ' j vision the state bonds tissued .tb pro I vide the money would be greater than -otherwise probably much 4 greater than Washington's. But to ? carry out that feature of the bill, tho state would be borrowing mon ey to lend again. It might have to pay more than '4 per cent on Its own j bonds and It would' only collect 4 per cent 'interest from the borrower. The principal would ultimately he repaid by the Individual horrower and the state would be out the dif ference between the Interest It had to pay and the Interest It received. Seemingly all will be entitled lo : loans, even though Ihey recuive the cash bonus from the government. As all would then be entitled to loans, but not to cusli, as many would apply for loans as had the ! security and could make use of j the money. Still another fnctor which affects estimates as to the cost of the measure is that which gives the service man only one year in which to apply fop a cash bonus, but fixes no lime limit on application lor loan. It would alppear that so long us the law remains in force the service man who had .not availed himself of Its benefits would con tinue to be eligible to apply for a To recapitulate: The amendment authorizes a maximum issuance of bonds to provide tor cash payments and loans vln the amount of $3flr 000,000. The state of Oregon; contributed more, than 35.000 men to the. service. So ft follows that if 10,000 of them applied for the max' lmum loan the sum available would i be exhausted. ' iie affirmative ar-' gumeiiU- prepared for the state pam phlet, estimates Hhat rit niproahftii' 30,000 will apply for the cash bonus That leaves 25.000 service men lo be accounted for. About 5000 will be virtually Ineligible because they have received benefits tinder the ed ucational aid laws. ' ir 20,000 of thorn applied for $3000 loans there would not be enough money to go around; nor of 15.000 applied for $3,000 each, nor If 15.000 applied for $2000 each after "the cash bo-: nils had been paid lo 10,000. '.'But lit is provided in the bill that If there is not enough inoney In the fun to meet, a loan applications, then principal and Interest payments on loans already Issued shall go In-i to the loan fund to meet these nx-! cess nppllcatf on's. Thus a revolving' fund would be created and the final reimbursement of the state for Hie. loans Jt had made would he Indef initely postponed and tile whole In-j t-'t.tv,irilpn would for the time lie s' lerjij be -erricd by the taxpayer. "The number who wiitl want loans snd the number who will want cash are of rourse purely matters of spec ulation. Hut it is apparent that many will be entitled to loans that will not be entitled to cash.
