THE IMMId'HATION BILL
There are in the United States ut present 10,000,0(10 un
naturalized aliens. From them and their recently naturalized
relatives come most of the protests against immigration re
striction. From present indications, the total immigration for
the year ending next June 30 will be over 800,000. Millions
more are eager to come. Less tli'tn three per cent of the im
migrate that have been coming since the war are farmers.
Nearly all of them are' flocking to the already over-crowded
industrial cities, joining the alien population and threatening
the national health, ideals, institutions and standards of lov
ing more than ever.
In these circumstances it is easy to understand the insist
ent demands for haste in tightening the immigration laws, and
the general approval given by native Americans to the pending
restriction bill. That bill would hold huropena immigration
from May 10 of this year, to June !0, 1022, down to 3 per
cent of the number from any particular country who were al
ready here in 1910. Chuirmun Johnson of the House immigra
tion committee estimates that this would let in a possible to
tal of 355,000. That is plenty. If. such action is to be criti
cized at all, it is because of the liberality.
If the government ever succeeds in operating on a scientific!
basis, w'e 'may attain to an immigration system whereby all our
adopted' citizen's will be hnr.d-icked by American representa
. tives in,their native, land, and dipped to come to America only
!al such times and in such imntitU'S as they are' Wanted, and
will lie assigned and distributed, on their arrival, to the par
ticular .sections and industries that can use them. Canada al
ready has made a good beginning nt such a plan.
