WilBon continued his conferences with
Republican senators today. Senator
Kenyon, of Iowa, and Senator Kellogg,
of Minnesota, were the first to have
talks with the President. Later in the
day he had appointments with Sena
torMcNary, of Oregon, and Senator
Capper, of Kansas.
' The senators who responded to the
invitation of the President for discus
sion of the league and peace treaty
were reticent over the matters dis
cussed and refused to comment on the
conferences.
SENATOR CAPPER SPEAKS.
WASHINGTON, July 18. Senator
Capper, o Kansas, said after his con
ference with the President today that
the President insists that the peace
treaty and covenant be ratified with
out ...reservations. . lie believes the
adoption of reservations by the senate
would be misunderstood abroad and
that it would set a precedent that
other nations might follow. The
President said that if all nations
made reservations and set their own
interpretation on the covenant the
real meaning of the league would be
vitiated.
