rather chaotic, tending to obscure the
issue rather than clarify it This has
been particularly true of the discus
sion in the United States senate. The
treaty was not in its final form, and
was not formally before the senate or
the public. It was known in its nmin
essentials, but even those essential:!
Were made uncertain by partisan nr
gumcnt and the lack of organized, au
thoritative explanations and criticism.
Now the whole complex document
is submitted to the American people
for approval or rejection. The. Presi

The treaty will be debated every
where. For weeks, possibly for
