For one thing, it would result in un

policy and the assuming of grent bass-
ards. The successful shipping man in
an emergency consults no book of
- rules. He consults only his wits. So,
it in contended, that only under- prU
vato ownership may we expect a fur
' ther increase in the number of small,
independent, skilful ship operators,
" which we shall need more and more as
the American merchant marino ex
pands." Manifestly, if there is one great
public utility which, more than any
other, must by its very, nature succeed
. best under private ownership and con-
tVol, it is the merchant shipping busi
' ness. It ia no field for the slow, lum
bering, bureaucratic processes of a
govern ment depa rl merit.
