The Observer yesterday published the report from Secretary Class in reference to the terms of payment on the Victory loan subscriptions: If there is any difficulty in marketing the new loan it will not lie on account of the terms of payment.. I'ho payments, arc distributed oer a period of more than six months with a fair degree of uniformity with the subscription, on 'or la-fore .May 10, there is required n payment of 10 per cent. Another 10 per cent comes due on July lo. Then there are four HO per cent payments due In August, September, October nnd No vember. This is obviously much better than the conditions of the last loan, which made a payment fall just bc'rre Christmas and then called for the last o0 per cent in the two weeks from January 1.1 to January 110.
