One of the most important classes
of traffic is the export traffic, and
this ought to bo greater than ever in
the future. The transfer ivf such traf

car to the ship involves great possi
bilties for congestion and delay. Un

ment, a particular railroad company
naturally wishes the traffic to go to
its own port, and even though that
port may be momentarily seriously
congested, is unwilling to turn thai
traffic to a rival line whose pott na
