History may some day undo the cruel wrong that contemporary opinion has done to the most, merciful, tho most humune, tho most generous of nations. - It will be a long task, sinco injustice has had a four years' start. But the German people may "clear its conscience" easily enough, with or without a commission. War hns touched its repentant stomach; its snow-white conscience never! There is no' doubt that the British representatives at the peace confer ence will Insist upon strict punishment for German officials who were respon sible for cruelties to prisoners. These men are known, and there is an abun dance of legal proof against them. In their hatred for the British they went to greater extremes of torture and neglect than have ever been known in civilized countries. Tho .United States, -after the civil war, hanged a German of the name of Wirz who had made himself notorious by his rule of tho confederate prison camp at Andersonville, Ga. Yet his crimes were slight compared to those of certain German commanders. Justice, Punishment and Repentance. Fortunately for the world, the terms of the armistice were dictated by mili tary commanders. No pacifist propa Canda enters into them. In effect; they have as completely disarmed Ger- many as though she had uncondition ally surrendered. Ultimate pence must be dictated in the same spirit and in the some souric1, manner that is, in the spirit of jus tice and insistent purpose to effect de cisive results. These results are, first, that tho freedom of the world outside of Ger many must be mode secure forever from German ambition for power. - , And, second, that the military lead ers and the German people (who are in every way guilty with their leaders) shall receive Aern and just punish ment for the awful agony which they have inflicted upon the world. Only so can they be taught that sidfish, aggressive war, undertaken for plunder, does not pay, and that the penalty is ruin. There is nothing of repentance in Germany's attitude thus far, whether of the German people or of the Ger man government, nothing to show that they have the least comprehension of their gross wrong-doing, nothing that would lead to any other treatment of them than as condemned criminals. The outburst of indignation in Eng . land over the mistreatment of British prisoners of war by tho Germans is not to be attributed entirely to the newest revelations -of Germany's knack for abusing her captives. From the very outset of the war one of the outstanding characteristics of the German system has been its studied brutality toward British prisoners Germany has treated ail prisoner badly, hut tho British and tho Rus sians hive consistently had the worst of it. The Russians were ubused be cause Germany despised them for ig norant peasants; the British because Germany hated all things British.
