In a time like the present, we must
not only conserve food but we must
save pennies. This, Union County hns
'not done on the contrary it has been
distressingly extravagant. Jn one
year it has . oversubscribed war-relief
funds 136,000.00 (Not inclusive of
bonds) a sum almost half enough to
meet war reliefs for a year. The

Section 2. Tho County of Union
shall be divided Into 19 districts
and a resident of each district
shall be elected as provided in the
articles of incorporation from tho
membership of the corporation to
bo a momber of the Board of Di
rectors. Section 3. Each director of this
corporation shall bo a chairman of
Advisory War
Hoard in his district.
Section 4. The duties of the
executive committee Bhall con
sist bf the gcnoral management
and transaction of business affairs

with the resolutions of the Board
of Directors and the charter and
by-laws of this organization, and
shall full conUol of the affairs of

Article IV. Allowance or Claims.
Section 1. Money shall not be

leave it. This war may last two,
three, oven four years more, and from

up. The regrettable thing is, the

vented. Soon the country will be
drained of surplus money and quotas
will come only with difficulty. Why
not conserve and store up, and pass

to month. Tho War Chest will do it:
: LEAK, NO. 2. Lost Man Power
' Each year there will be at least 10
drives for war relief. For each one
of these drives in Union County, it
. requires 500 men., and women who
would otherwise bo busy with their
business. These 500 work from one
day to four) weeks, and certainly
would be worth 41.00 each daily, if
paid wages. The total amount, therc
fore, to conduct one drive, costs ap
: proximately $5000 in time and ener
gy. Multiply this by 10 and you have
tho annual cost of continuous drives.
With this outright waste must be
coupled .the losses sustained by essen
tial businesses ' that suffer because
these 600 people are not nt their us
ual stations. : Is there anything prac
tical, or expedient about it? Why
not let. one annual drive do-ull this,
and let the virile, pntriotic men nnd
women of Union County apply fifty
one weeks of the year to their own
business, . with tho view of making
more money to buy more bonds nnd
to givo it more liberally? It doesn't
require a mathematician or a philos
opher to detect the leaks, nnd a child
can point the way to a sure cure the
Wur Chest method!

money, if it all goes to the common good? This is no time for petty
creeds. Defend your soldier boy over there, and let him get rest and

not done bis duty in protecting the boys at the front.
Yon may not like some little details about the War Chest, but the gen
eral plan is so far superior to the usual "bit-aiid-iuis.s" plan, that there can
be no valid reason raised against it.
