This -ruling is In tended to covor. such projected building construction as may be classed as non-essentlul or that are, not absolutely necessary. It Is possible to build a home if it Is shown that an undertaking Is a necessity. The rule at first was intended to apply to all classes of buildings, but later it was deemed oxpedient to make an exception on farm Improvements, but even the expenditures on this class of struc tu re must not exceed $1,000. It must be. shown also that .the farm buildings are a necessity. The rule applies to all Classes of building material, whether of wood, brick or concrete. It Is entirely a matter o! conservation of material and man power, to be effective until after the close ot tho wur. ' The circular from the state coun cil of defense also intimates that there are to be limitations on road work and similar kinds of Improve ments of a public nuturo. Those who liavo building plans on hand which thoy cannot woll post pone are expected to make the' applications to tho county chair man, together with a complete statement and affidavit as "to the essential features of the case and other details portalnlng to the samo.
