On June 2Gtli, the Grand Duko Mlchaol, the fornior czar's brother. 'In a city like Salem hun dreds of young women with little or nothing to do at home have not gone to the Red Cross work rooms at all. This condition leads to the conclu sion that if volunteer work must bo depended upon to supply the Red Cross hospitals und certain- other needs nnd comforts of the. soldiers communities must take more drastic action to impress the slackers; women might be registered just as the drafted men are and classified according to their means and ability to work. If such a course cannot be taken without legal enactment such enactment sholud not be. postponed by congress. If all were compelled to du their sham in every community that share would not bo burdensome.
