The submarine has utterly failed to accomplish the enil it had in view by tho kaiser at the beginning of the World War. It has not and it will not starve England into submission to Germany. Instead of that it will to England prove a blessing In dis guise by awakening her to the neces sity of discovering and adopting a safer and speedier modo of travel than the slow methods of the past on land and water. For generations past the nations of tho world have vied with each other in their ambitious efforts to ac quire more territory and accumulate moro wealth, all losing sight of the fact that there was a higher destiny for man than either one or the other and that neither gold nor territory, but knowledge was the true source of power and also the source of pro gress. There is n shortage of tood because the Allies are fighting at tho front and are not on farms to raise their own foods, so they have asked the United States to help them so that we may win the war. England, rielgium, Italy and France, ln times of peace took from U3. 83,000,000 bushels of flour, but now in time of war they take from us 220,000.000 bushels. They use 1-4 corn, but if we send them corn they have very few corn mills and can not supply the want for it. But if we should grind it up and send It to them it would spoil before it reached them. So we should send ,them whole wheat flour. The bak eries can not make corn bread and distribute it, for it is too soft and would crumble up. We are saving meat for tho Allies as they are fighting and can not be on farms lo feed their stock, thoro for each of ns shfluldsavc ono ounce of meat a day.
