Weekly Report August 29, 1917. To the Hon. Commission, City of La v Grande, Oregon. , I herewith submit my report for the week ending August 29, 1917. Fire chief reports one call for the week. This was at the home of Mr. Cook in Connerdale. Origin of lire was thought to have been children playing with matches and setting fire to wood-lift : Fire was out by the time fire department reached there. General aall to which njyie volun teers responded. Chief of police reports six arrests for the week, two of them state cases, three charged with drunkenness, one traffic violation. Number of meals served, one. - ' V . 1 , Street and Water Superintendent re ports the total expense for the two departments for the week to be $172.62,; 70.62 of which is charged to tUe water department, $102.00 to the street department This Includes the cost of crew making crosswalk repairs. Indica tions ail point to this condition. ' We are gaining quite a little in town res ervoir now and in a few days there will be a sufficient head of water. Inspected Coal Creek intake and found that pipe line was taking no water. Drained basin, opened flush pipe, removed sticks, rubbish, etc., from intake, then allowed basin to re fill but no water would flow through pipe. This would convince us that stoppage in min pipe is near Union of Coal Creek with pipe line proper. Contractor has material on hand for Turner Oliver sidewalk. . Asked Mr. Gore, of the 3. O. L. & P. Co., to submit suggestions relative to lighting viaduct. He suggests that -we do away with the arc lights at Pal- ; mer and Second and Main avenue and North Second, and substitute 250-watt circuit lights, putting one in center of steel span and one at end of each ap proach. The level from present in take up stream is 850 feet and found that at this point there seems to be well defined bedrock at bottom of the stream. If small dam were located here it would result in 24 feet addition al head over present intake. This would result in considerable increased flow of water over entire line. Dam necessary to cross canyon at this point would have to be about 60 feet long and possibly five feet high. A five- foot dam would give us about 30 feet additional head, which means a 10 per cent increase of water supply. Vis ited reservoir and found that surface of lake was about 26 inches below spillway. We have material 01 hand sufficient to plank top of dam and make a handrail, also platform on which valve wheel can be set. These wheels should be in position as present arrangement is dangerous to intake caretaker. As soon as water in town reservoir fills sufficiently to furnish city for 24 hours, we will open Beav er Creek pipe line in order to ascertain property, as assessed by the county assessor, and it shall be the duty of all persons interested to appear at the time and place given. All persons having grievance re garding the 1917 assessment may ap pear before such board and present their affidavits containing grounds for complaint.
