INSURANCE 1 OF AMERICAN SAILORS. (By George 'Martin, United Press Staff Correspondent) Washington, August 20. Uncle Sam's compensation, relief and insurance system for soldiers and sailors in the war against Germany was practically ready for submis sion to Congress today. This legislation will be passed by the present session of congress. ' : .. It does away with the old Civil War'pension system al together. It will be administered by the United States treasury department. It provides: For the support of dependents of soldiers and sailors by an allotment from the men's pay and an allowance from the government. - That officers and men be indemnified against death, total or partial disability. That a government system of rehabilitation and reedu cation of disabled men be inaugurated, and: That the government issue insur ance up to $10,000 on the life of every soldier or sailor applying for it and paying the peace time premium thereon. The family allowance will be grad uated by the government to care for each dependent. It will be given only if the soldier or sailor makes an al lotment of part of his pay to his family. , . The amount to be paid for a man's death will be based on the man's ser vices, the size of his family and the degree of loss to his family by his death. Partial disability ' will be compen sated for along the same lines. All this compensation will be paid di rectly by the government. Under the insurance system, use of which is optional, the government will pay all the war excess premiums on his policy, making insurance up to $10,000 just as cheap to him as it would be in peace times. The government also will establish a system for reeducation of injured men to fit them as far as possible for lives of usefulness either in their former or in other vocations. They will be paid compensation and their families taken care of while they are being thus helped. Billy Evans, umpire of the American league, and generally recognized as one of the best officials baseball ever has known, is a believer in peace and inflicts his ideas on all baseball players with whom he comes in contact. The times when Evans has chased player from games in the American league could be counted on the fingers of a normal man's hands. Evans claims, that there are many things an umpire should not hear or see. There are times when an um pire, by turning his back, according to Evans, can keep oit of what other wise would be serious trouble. The effect of Evans' practices is easily seen in the work of George Moriarity, tho former Detroit third baseman. Moriarity, although one of the scrappiest men in baseball has very little trouble on the baseball field now. His association with Evans is the reason. There now is little doubt that the world's series will be played. On a recent visit to New York President Ban JohnRon of the American league declared that, although baseball is go ing to give up many men to the new national armies, the men left with the chnmpionsHip culbs undoubtedly will play the post-Beason series as usual. (By mail) (Unit ed Press) The specific cause of ty phus fever, a problem which has baf fled the efforts of the best medical men in the world up to this time, has been discovered by a Japanese scien tist, Professor Kenzo Futaki, of the Imperial Government Research Labo ratory. The name of the germ which causes typhus is as wonderful as the discovery. Prof. Futaki calls it Spiro choete Exanthemato-typhis.
