A week ago there drifted into Oys ter Bay harbor on the high tide a craft more rakish, more queerly rig ged, more unlike a ship than anything thut ever sailed the China Seas. She I anchored squarely in the main channel. The secretive, lono skipper seon had all Oyster Bay in arms against him because of his haughty manner. His eccentric actions caused the cir culation of all kinds of spy stories. Citizens demanded that the - sailing ship be removed from the channel. The skipper contemptuously consent ed and anchored as closely as possible to Colonel Kooseveit's nome. inis 'was too much for the folk of the town. They were organizing a search ing iboard to investigate tho mysteri ' ou3 craft yesterday when tho strang er appeared at tho Courthouse ana demanded the arrest of about half of the population. His I identification was mado by a card in his pocket One thousand dollars in cash was also found. The authorities were very much puzzled as to what they would do with "The Emperor." While they were debating the ques tion the high tode rose. And on the high tide Lebaudy set' the series of small sails on his vessel and drifted slowly out of the harbor in the direc tion of Glen Cove. Lebaudy is a French millionaire. He sank a fortuno in his efforts to establish a kingdom all his own in the Soudan. For a few thrilling hours he reigned supreme on a throne of ivory and jewels. He had a fight with bandits and was rescued from Arabian captivity by the crew of a French cruiser. His throne gone, he returned to London , via Paris. He has escaped from r.u-ny sanitariums.
