Washington, April 18. Five thou sand scientists, engineers and skilled mechanicians have been listed by the civil service commission for service in the war. President Wilson has con ferred with John A. Mcllhenny, pres ident of the commission, relative to the quick mobilization of the coun try's scientific men. I City Manager Cunrey announced to- day that there seems to be a misun ' derstanding relative to the privileges granted' dogs which may be adorned with city tax tags. Ho wants it un j derstood that this tag does not grant . free license to the dogs, to roam at . will over the city. Citizens who are attempting to in crease the food supply by intensive gardening should not be handicapped by destroying angles in the form of over-active canines, and to prevent this the police department will as sume that dogs must be kept up or the owners will be held responsible for damage caused from trespass on the part of their dogs whether they are licensed or not.
