(United Press) The school of journalism of fcho University of Oregon is one of the charter members of the Association of College Schools of Journalism just organized at Chicago. Tho organiza tion was formed by journalism teach ers in the leading universities of the country, who are now in convention. Dean Eric W. Allen was to have rep resented the University of Oregon, but was prevented by illness from at tending. He was represented at the meeting by Dean Arthur L. Stone of the school of journalism of the Uni versity of Montana. Nature Cures, the Doctor Takes the Fee. La Grande, April 11. (To tho Edi tor) The session of the legislature just closed, passed a game code which is in the interest of the game Instead of the sportsman; in other words, it is a code for the conservation of game, and I am sure will work out beneficially in the years to come. The code will not go into effect until May 21. The first change is with refer once to the law in regards to using dogs for tho purpose of chasing or hounding deer. The 1915 livw was irepealed and the following substituted: No person or persons shall make use of a dog in hunting, pursuing or killing any of the game animals of the state of Oregon. Any free running dog or dogs run ning at largo in territory inhabited by deer or found following upon the track of any game animal of the state or any free running dog or dogs tun ning at large in any fields of the state after the owner has been duly notified in writing by any game war- don or other ofllcer entrusted with the enforcement of the game laws of this state, and if the reputed owner dis claims ownership of the said dog or dogs, the same may be declared a pub lic nuisance and may be killed at such time by any game warden or other person entrusted with the enforce ment of the game laws without crim inal or civil liability. One-half of all fine money hereafter will be forwarded to the state treas urer to be deposited to the game pro tection fund. Both men and women are compelled to take out hunting license under the now game code. Although women are exempt from purchasing a fishing li cense, the price of a hunting license is $1.50 instead of $1.00 and the same for an angling license. In Game District No. 1 western Ore gon, the season on deer opens August 15 and closes October 15 the same year; the bag limit two deer with horns in one season. The open season all over the state on migratory birds hereafter will be from October 1 to January 15. The Chinese pheasant hen has been protected and it is unlawful to kill the same at any time hereafter. In Game District No. 2, Eastern Orgon, the open season on deer be gins September 1 and continues until October 31; the bag limit is two in stead of three, with horns. In Game District No. 2, tho open season on sage hens begins August 1 instead of July 15 and continues until August 31. The bag limit on trout has been changed throughout the state from 75 to 50 trout, or 35 pounds in any one day. On Game District No. 2, winter fishing has been eliminated except for trout over 18 inches in length. Game Breeders' permits will here after cost $2 instead of being issued free as heretofore. Just as soon as we are able to do so we will complete the new law books and distribute the same. In tho meantime I will give as wide publicity as possible to the changes, and especially urge the sportsmnn to take out their licenses at this time in order to save the 50 cents, if they so desire. (United Press) Even tho great undeveloped water power of tho Pacific northwest may be an important factor in the war with Germany. Sites where elec tric energy can ibe generated at a low cost are necessary for the eco nomical manufacture of nitrate, used in making powder. At the present time the United States is dependent upon imporations from Chile for ni trate. Congress has appropriated $20,000,000 for the establishment of a nitrate plant and State Engineer Lewis, with the backing of many civic bodies, is urging that $1,000,000 or more of the appropriation be used for tho development of one of the many ideal sites in the Columbia basin. In a statement made to W. D. B. Dod- son, secretary ot tne roniami unam bor of Commerce, Lewis suggests that the government erect a plant on the Deschutes river in Eastern Oregon. Extensive kelp beds along the coast of Washington and Oregon, rich de posits, of phosphate rock in Idaho and Montana, and a deposit of diather nuanous earth in central Oregon coupled with tho wonderful possibili ties of power development, would en able the government to manufacture explosives at a low cost, according to Lewis. Idaho, Montana and Washing ton also have ideal sites for a nitrate plant and at several points along the Columbia are" sites for power plants of exceptional capacity.
