In a La Grande theater the other evening a picture of the American flag was shown. As if shot from a gun, a man one man in that whole audience came to attention. He was a military man. On first thought this incident would seem to indicate a lack of patriotism on the part of Americans. It would seem .to indicate that the hired soldier was the only real citizen. But second thought assures that this is not so. America makes no fetish of nationality, yet America is patriotic '76, 'Gl and '98 prove it. The Amercan citizen doesn't pay as much attention to symbols and officials as the citizens of older and more autocratic governments but American citizens are not wanting in love of country. When men are needed, American men will be ready. When President Wilson, or any other President) calls, from the melting pot of American frecdam will spring a race of warriors. Americans are people of peace, yet people who know how to fight and die. 0 CONGRESSMAN SJNNOTT MAKES PROGRESS. Congressman X. J. Sinnott of Oregon, has been suc cessful in the first step towards passage of each of his twin bills for permitting entry on reclamation and power site withdrawals subject to the right of the government to retake the lands or such parts thereof as it may later be necessary to use Tor the purposes for which originally withdrawn. The committee on Public Lands of the House of Representatives authorized Air. Sinnott to report for it favorably on both these bills, and they are now on the House Calendar awaiting their turn to be considered on the floor of the House. entry on water power sites the congressman called atten In his report on II. R. 7:il, providing for a homestead tion to the desirability of giving relief to hundreds of set tlers throughout the counry who had entered upon lands in good faith when the records of the local land office did not at the time of entry show the withdrawals. He states that many of these settlers have spent time, money and labor on such entries, and done so before being in formed that they had been withdrawn from entry. Further, that his bill would enable the Secretary of the Interior in his discretion to allow such' entries to be per fected, reserving the right to the United States to retake the land whenever necessary for power site purposes. In commenting on Section Ten of the Ferris Water Power bill which covers substantially the same ground as the Sinnott bill Secretary Lane said: "Section 10 of the bill is also important, in that it will permit in many instances a dual use of the land, or a part thereof, providing that the Secretary of the Interior may in his discretion, allow entries or claims under appropriate land laws for areas reserved for water power sites where the water power development will not be injured. A conspicuous figure in black robes, gold chain and full bottomed wig, the new lord chancellor then advanced to last session a new vote of credit for four hundred million pounds ($2,000,-, 000,000) was passed, so there will ' probably not be another until later in , the spring. i 1 One of the biggest pieces of legis-: lation to be tackled this session will be the general election bill, upon I which a special speaker's committee ' is now sitting. Under an ancient sta- ' tute no parliament can live longer than seven years, so unless this is : modified, a general election must be j held next fall. There is considerable agitation in this connection with ref-' tion. The military authorities object largely on account of the bother it will entail, and partially because it will necessarily distract the troops from what is considered more important business. It is possible, as a solution, that an other venerable precedent may be shat tered, by allowing the present parlia ment to continue for the period of the war.
