PEARE&S0N tf JigGEMSSSSSXS&P At the meeting of the city commis sioners last night the signed contract of the O-W. R. & N. company to build the Second street viaduct was received and accepted. O-W. Engi neer W. C. Taylor announced that construction work would begin as- soon as practicable and that work at the Albina O-W. shops had already been started on the structural steel parts. Ten arrests were made during the week and $57.50 in fines collected. Two state cases were included in the ten arrests. ' . The report of the city manager for the week is: To the Honorable Commissioners of Jthe City of La Grande: I Gentlemen: Herewith, I hand you my report for the week ending Janu- nry 27, 1917. The water superintendent has had considerable trouble with frozen water pipes. Seventeen places have been thawed out, requiring "some one thou sand and sixty feet of pipe to be thawed. A part of the work was done with the steam thawer, and the re mained with open ditches and wood fires. We are keeping a record of all , such places and will lower the pipes before another winter. The main opened on T street required a half day's work. The Fish-trap at O-W. R. & N. company s yard required cleaning. Total expense for the week, $59.25. The street cuperintendent reports having made three trips over the side walks with the small snow plows, De- sides the usual attention to the gut ters. He also used the large grader to open the way to the cemeteries. As the Odd Fellows cemetery is outside of the city limits, County Judge Phy of fered to divide the expense of this work with the county. Without the use of the grader it would have been impossible to reach the cemetery with the hearse. Total expense for the week, $34.30. The fire chief reports no fires for the week, but on account of the snow drifts on side streets he has made pro visions for the use of a team and sled to carry fire hose. He also had the street superintendent uncover all fire plugs that had been drifted over. The chief of police reports ten ar rests: 'two state cases, three charged with drunkenness, and four with dis- orderely conduct. Total amount of fines collected, $57.50. Arrested one proprietor of billiard hall for allow ing boys under age ofl8 years to fre quent his place of business. Made conviction and collected $5 fine there for. Telephone line to intake out of commission on account of heavy storms. Will have same up and in operation tomorrow. Extra man in recorder's office will have finished his work by Saturday night, and office will continue with usuul force. Have arranged with numerous citizens who are delinquent in their improvement assessments and interest to make set tlement during the month of Febru ary. Have been making some collec tions from those whose payments have been allowed to be in arrears from one to four years. v. Of the several assessments includ ed within the three sewer improve ments not yet bonded, the recorder re ports only two owners of property as not yet having paid or signed up for installment payments, but that the 'matter will be closed in two or three I days.
