SPANISH ARTIST WHOM KING ALFONSO SAT TO, ARRIVES IN NEW' YORK New York, Jan. 6. (United Tiess) Quite a ripple of excitement is run ning across tho surface of Gotham so ciety today over the arrival of the youthful and handsome Spanish court painter, Oritz Echague (pronouncod Ay-chawg-way). Senor Echague is quite the vogue in the society colonies of the Eastern United States, a num ber of whose most charming1 feminine members he has been commissioned to paint. Perhaps more interest than the dis play of any single picture ever ha caused in Buenos Aires is being shown by art critics in the portrait, now o.t j exhibition, of Mrs. Rosa Menditegui, one of the leading figures in Argen tine society, by Echague. Echague, who is among the best known of the younger Spanish gener ation of artists, began his real career in Madried in 1908, following his re turn from the Spanish Academy of Art, in Rome, where, as the holder of a scholarship awarded by the Ma drid government he spent five years. During 1908, rjua and lvw ne ob tained high awards in numerous na tional and international contests and ; had, as sitters, many of the leading women of the Spanish nobility. Then followed a tour of Europe, in which the young artist 4n especial successes in Italy and Holland, and later in Paris. The most conspicuous mark of approval which, up to that time, he had received, was bestowed upon him in 1913, when he was sum moned to the royal palace in Madrid to paint a portrait of King Alfonso, whichhis majesty presented to Czar Nicholas. Echaugue was in Buenos Aires in November, when he left for New York to execute several important commis sions in the United States. (Special) Ending a long contest between the Pacific northwest and California,' the interstate commerce commission has issued an order which permits tra velers from the east to visit California by way of Spokane, Seattle and Port land without additional charge. , Heretofore it has cost $17.50 more for a trip to California via Spokane than by the routes via Denver, El Pasj or New Orleans. The state public service commission of Washington filed a complaint against this charge with the Interstate Commerce Com mission, which has directed that the railroads cease demanding or partici pating in all-year excursion fares or summer tourist fares from Chicago to S San Francisco, applicable in either di rection by way of the northwest, in excess of the corresponding lares py way of New Orleans or El Paso. Northwestern business men hailed the ruling with delight, as they de clare the "arbitrary" charge has proved a serious handicap to the full development of the North Pacific states. Plans already are being made for the cities of this section to com bine in an energetic campaign to in duce tourists to visit here during their See America First" trips. They havj organized the Pacific Northwest Tour ist association, and are seeking appro priations from the states of Oregor and Washington and the province of DP. H. W.
