(Special) "Wheat growers of Oregon, Wash ington and Idaho are practically the only large producers in the country who cnn handle grain in bags rather than in bulk,"" says Gov. James Withyeomhe in a letter to the gov ernors of Washington and Idao, in viting them to be present of send representatives to the annual grain growers convention. This convention will be held in Corvallis January 3, 4, and 5, during Farmers' week. Both ; governors have announced their in tention to send personal representa tives as well as two special delegates from their state representing the wheat interests. "The advantage of adopting the bulk system," continues Gov. lyithy combe, "are patent to anyone who has given the subject painstaking con sideration but to make any such far reaching reform as would involve changing the system is of course ex tremely difficult. Not only has the natural prejudice born of long prac tice to be overcome, but also economic problems of considerable scope have to be met. The tidewater movement would have to be provided for the new method of handling grain, at con siderable expense. The farmer's ma chinery for storage facilities, the railroads' facilities, the exporters' equipment, must all be changed to a considerable degree. "In the past I think it can be said fairly that men of large interests and conservative vision have not always identified themselves with meetings to consider this matter. There are in this city scores of athletic clubs with thousands of mem bers. The bay of Rio de Janeiro affords ideal facilities for the development of the art of scull and onr and the re gattas here draw enormous crowds of enthusiastic supporters. This divided pro rata between the 20,000 people in the county gives less than a quart of beer and less than two quarts of liquor to each for the whole year. Much of the recent shipments are going into cellars for the bone-dry era that comes next month. Tho sub ways must be built, but now the peo ple are demanding that they must be completed so that the ways on the earth, as well as those below it, may be utilized for the ordinary affairs of life and business. Never has there been mnywhere such a demoraliza tion of the main artery of a great city as has taken place during recent years on Broadway, perhaps tho most famous street in the world. It is hard to realize how work and play, for tho street is typical of both, has succeeded on or near it during all the long time that it has been in a state of upheaval. The time has arrived when it must be put back into nor mal shape, and the officicals in charge of tho work hnve given a defi nite promiso that it will be before the warm weather comes again. It is said to he a characteristic of New York that it is never entirely normal. but that is no renson why it should bo permanently abnormal at its most important place.
