(United Press) j Is it not small of Governor Hughes! to devote so much time to attacking the Wilson administration because of its betrayal of civil service reform? Of what general interest is it tlvit the Democrats have created a few more offices and appointed "deserving Democrats" to places formerly tilled , by Republicans. lletiayal of civil service reform, means waste of the people's money.! Is that a small matter? Civil service reform means appointing and keeping employed competent men. The ap pointment of men merely because they are "deserving Democrats" means, in practice, the appointment of j incompetent men, just as dees the re ' placing of competent Democrats with ! inexperienced Republicans chosen simplv bi'tause of their service to the i party! The Wilson administration has created not "a few," but thou sands of needless, useless offices, and ihas tilled these places and those of thousands of experienced men wun in competent. Of course, it generally takes three incompetents, or more, to do the same work that was performed by two trained and experienced men. When it becomes necessary to tax every man who runs a little theatre, according to its seating capacuy, iu impose taxes on every billiard and pool table, to add taxes to the ex- j expenses of every farmer and busi- j nessman who has to borrow money to j conduct his business, is it not of im-, portance whether tne expenses ot tne Government nre unnecessarily in creased by using its f u.ids to reward fellow political workers, instead of j conducting the Government s business economically with men who can and will give value received for the wages they draw ? That is what the Wilson administra tion has been doing and that is what Governor Hughes promises he will not do.
