senate goes into executive session, all
is solemn and serious. For instance,

nominee is?" asked Senator Penrose
of Senator Stone when Abram Elkus
was up for confirmation as Turkish
Ambassador.

minded man," said Stone. ,

Joint committee of the Senate and
House, appointed - under the New
lands act to investigate railroad con
ditions, has been named, and will be
gin its work probably at the adjourn
ment of the session. It will report to
the next congress. The mombers of
the committee are:

The Senators are tihe members of
the Senate Interstate Commerce com
mittee, the Representatives of the
House Interstate and Foreign Com
merce committee.
The inquiry originally was suggest
ed by President Wilson in his mes
sage to Congress on Dec. 7, 1915, to
cover "railroad regulation and legisla'
tion." As it is formulated in the
Newlands act, the inquiry will in
clude Government control and regula
tion of interstate and foreign trans
portationj changes in the Interstate
Commerce commission and the Act to
Regulate Commerce, Government
ownership of all public utilities, such
as telegraph, wireless, telephone, ex
press companies and railroads en
gaged in interstate and foreign com
merce, and the comparative worth
and efficiency of Government owner
ship and operation and Government
control only.
It is declared that no Government
inquiry ever has aroused more in
tense interest among shippers, man
ufacturers, merchants, railroad op
erators and investors than this one.
