The interiors of the cars will be ar

the displays, embracing the Treusury
Department, War Department, De
partment of the Navy, Department of
the Interior, Department of Agricul
ture, Interstate Commerce Commis
sion and American Red Cross society.
The train will be exhibited without
cost in the cities and towns named in
the itinerary, and it is the hopo of
the Government thut all people will
view the exhibit and acquaint them
selves with the full meaning of "safe
ty first," a maxim of paramount sig
nificance in the conduct of tine affairs
of a great nation.
Department of the Treasury
The Coast Guard Service exhibit a
modern, full size, self-bailing surf
boat, beach apparatus wagon, rapid
firing gun for throwing life lines to
ships in distress, breeches buoy for
life saving at sea.
The Public Health Service, the
branch of the government that is
charged with the responsibility of
keeping epidemics of dread diesase
nway from the shores of tho United
States, and of assisting in stamping
out epidemics that occur within its
borders, show by models and charts
what this service is accomplishing for
the health of the people.
Department of War
Both the war department and the
navy department have cars devoted
exclusively to display of apparatus
and models of instruments used by
those departments. These will give
the citizens of the country a glimpse
of the manner in which Uncle Sam is
prepared to deal with any emergency

fairs that have been held in the
United States, The Jederal Govern
ment's activities along the lines of

been explained to those who were

who have visited the Nation's Capital
atlso have had opportunity to know
what the Government is doing in
tlhicse lines; but the great majority of
persons have little knowledge of the
-vast organization effected to protect
Die people in peace as well as in war.
The Government, therefore, intends
to dhow this to the people who have
not had the opportunity of seeing it.

now being used in the European war;
also a rapid fire IloU'hkiss gun of the
type formerly used by the navy. A (i
pound gun of the latest design used on
ships is also exhibited. An exact
model of the pre-drendnought "Ver
mont" type, and tho commercial r..ider
"Columbia" ure shown; the latter is
ail example of the obsolete type the
scout cruiser now hiking its place.
Perhaps the most interesting feat
ure in the navy exhibit is a torpedo,
the type of instrument that has caused
so much death and destruction in tho
European war. The navy men will
explain that each torpedo costs from
$4,000 to $8,000 and that many of
them have been used in tho present
war. The navy has obtained from
one of its submarines a portable wire
less outfit, which will be carried with
the train and will be in working ord
er at all stopping places. Messages-
will bo received and sent daily and
visitors will bo permitted to witness
the actual working conditions.
Department of the Interior
The bureau of mines looks after
the safety of more than a million of
miners. It is engaged in teaching
them first aid to the injured; and ov
er 30,000 miners are especially trained
and well equipped to render aid as
members of any hospital corps. In
case of war these men aio available
for hospital service.
The exhibit includes the various ap
paratus for the saving of life in mines,
inventions permitting wearers to en
ter places filled with poisonous gases,
having telephone connections with the
outside world, life-saving cam.ry birds,
oxygen pumps und cylinders, safety
lamps, aneroid barometers, psychro
meters, anemometers, galvanometers,
radium signs, a gram of radium salt,
and Innumerable devices used in min
ing operations.

signed to show the conservation of
life and property, and how it prevents,
detects, and suppresses forest fires
destroying scores of human lives and
millions of dollars' worth of finest
timber.
The weather bureau shows the in
tricate apparatus it uses in determin
inu the weather conditions and the ap
proach of storms and floods, and will
demonstrate how in time of tress
millions of dollars of property values
have been saved by its timely warn
inps.
Interstate Commerce Com mission
An elaborate exhibit is prepared by
this department which shows all the
safety appliances approved by the
United States government for trans
portation service. The exhibit in
cludes various designs of hand brakes,
car couplers, uncoupling levers, sill
steps, ladders, hand holds, running
boards, signals, block signals, etc. In i
the exhibit is a miniature locomotive
complete and built to scale. A loco
motive boiler under steam, with glass
openings, will illustrate the circula
tion of water under working condi
tions.
The American Red Crows Society
The first aid division, American Red
Cross, is operated under the direction
of officers of the medical corps of the
i United States army, and has a staff
I of physicians und a life saving cx
: pert, who are available for detail as
intsructors in mines, camps, railroads,
telephone and electrical concerns, fac
tories, and other large industrial cor
poiations; also for police and fire de
partments of cities, V, M. C. A., Y. W.
C. A., Hoy Scouts, etc. The exhibit in
cludes transparencies showing activi
ties in various fields, with charts and
first aid boxes of every description.

Astoria Case Affirmed.
In an opinion by Justice Bean, the
Supreme court has affirmed the judg
ment of Circuit Judge Kakin in the
case of Norris Staples against the
city of Astoria and others in wtoch
the appellant sought to enjoin the
city from issuing $50,01)0 in municipal
bonds. Thu bond issue was assailed
on the ground tlu'.t tho special elec
tion was void becaust the notice of
election was insufficient.
Cement Combine Alleged.
The Port of Astoria Commission
has authorized the chairman to begin
suit to break the "cement combine"
maintained against Astoria. This
commodity costs 'J8 cents a barrel
more in Astoria than in Portland xil
though most of tho cement, sold in
Oregon comes by water right by As
toria's wharves.
