strength is showing in the market
for cattle at North Portland. . Re
ceipts in ,the ynrds over Sunday were
rather fair but were smaller than a
week ago, although above those of
mis same nay a year ago.
Some spring lambs from the Willa
mette valley sold at $10 per hundred
pounds in the North Portland yards
during the morning to a Taeoma kill
er, indicating that this branch of the
local trade continues firm.
Receipts in the mutton and lamb
continue nominal land the demand is
extremely favorable.
While a small lot of hogs was sold
during the morning at North Portland
to a local killer at $9.05, .the general
market for swine here continues
steady.

"100 (prisoners ere now employed at
the penitentiary flax plant and in the
fields, and the work of retting - the
fl-ix straw and manufacturing it into
fiber and tow is progressing in a sat
isfactory manner. v .
Approximately 100 tons of straw
are retting in the field, and an equal
amount has been retted and dried
and is ready for the machines. There
is more than a carload of upholstery
tow on hand; also considerable linen
fiber, and first and second-grade spin
ning tow.
The brick yard is in operation, and
is furnishing employment for . about
50 convicts. Approximately that
many are employed in grubbing, nnd
there are about 30 it work on the
farm. The shops are also in opera
tion, and a number of prisoners arc I
employed in them.

Washington, April 12. The entire
Oregon delegation, with F. C. Harley,
of Astoria, called upon Secretary of
the Navy Daniels today and urged
him to submit an estimate and rec
ommendation to congress for a naval
base at the mouth of the Columbia
river. The advantages of. the pro
posed base were described, especial
attjr.tion being given to the great
area of the country tributary, the
immense amount of foodstuffs and
other supplies available, and the op
portunity for an adequate defense;
the advantage of a fresh water har
bor over salt, and the adequate depth
of the channel and harbor.
During the hearing Senator Cham
berlain alluded to the recent asser
tion of the secretary of the navy,
that the channel was but 26 feet deep
and the resentment this statement
created. The secretary said he knew
that an error had been made nnd,
without disclaiming responsibility,
inferred the error was made by sub
ordinates. Retrardine his attitude on the
naval base, he said he did not be- j
neve an approjiruiLKin hiiuuki or se
cured at this time for new bases, in
view of the great demand for ex
penditure for other lines of naval en
largement, but had recommended i
that congress make an adequate ap
propriation to permit the creation of
a board of naval officers to make a
careful survey of all Pacific Coast
harbors in order to determine future
improvement by the establishment of
naval bases, yards, submarines or
defenses. He had also recommended,
he said, the appropriation of a lump
sum for the establishment of sub-
