There has always been too much
freedom in this country for unscrup
ulous operators to swindle the public.
Several European countries have ef
ficient and practical laws to safe
guard the public against fraudulent,
questionable and deceptive promo
tions. Here we have given free rein
' to the most outrageous swindles all
in the name of liberty.
Any conscienceless fakii could float
a hole in the ground, a worthless in-l
vention, or any sort of a plausible
contraption calculated to separate tho
unwary and confiding frvn their
money.
Men and women nave smiled when
reading of these swindling operations
that have separated others from their
earning) ami savings, but when they
themselves have been touched they
have gnashed their teeth.
- Just now money is plenty. There is
quite a boom in business as a result
of the war and the consequent un
usual demand for our products.
Wages are good and employment easy
to obtain. Confidence, that was at
low ebb n year ago, is restored. Se
curities, especially of concerns thai
have been filling war oi'de.s, have
been soaring. Fortunes have been
made in a short time, especially by op
erators in "war stocks" but in these a
collapse must come sooner or later. .
The speculative spirit, which is in
herent in human nature is today very
much in evidence. What '.he puVe;

milled into irruining that all they
hdc to do to double or treble their
money is to buy any new stock that is
brought out with a golden promise. ' .
There are plenty of safe invest
ments, like the .Pennsylvania railroad
