Dele gates who have been or will be named , are asked to draft legislation provid- ; ing a limited state guaranty of prin cipal and Interest ' of irrigation and drainage district bonds. In reality their duty is to submit a solution of . these great Oregon problems. They begin with the proposition that the reclamation of semi-arid and wet lands is essential to state develop ment and a responsibility that the state must meet. Tho measures will be intended to put the state solidly and permanently back of its own -reclamation. . The legislation . pro posed will be the product of the best citizenship and the largest experience possesed by Oregon. Resolved, that the Oregon Irriga tion Congress, at its fifth annual ses sion, urges the adoption by .the State of Oregon of a constitutional amend ment and legislation necessary to in stitute.
