The following was a published report on the situation. ; 1 "The present council has made.yery poor progress in the preliminaries for., the construction of water works. There has been a lack of harmony be tween the members of the council and the mayor which is the cause of de lay in the proceedings. "Uncle" Tom Andrews who circu lated in the vincinitv of La Grande has been sent from Eagle Valley to the insane asylum. He is tne autnor oi the declaration that "Modern civiliza tion is a failure and that the three greatest frauds of the age are reli gion, government and medicine." At the annual meetinir of the stock holders of the La Grande National hank, held Tuesday the following di rectors were elected: K. M. steel, w. T. Wlright, Robert Smith, Jay Brooks, Chas.
