This is a poor time for such an ex cellent move, as it seems to be fore ordained that the chief work of this country, for the promotion of which the people's cash is to bo spent for several years, will be getting ready for war, so thqt good things .that per tain to peace and prosperity will have to be laid aside. The powers that bo have got the war hornets buzzing in their brains to the exclusion of almost) everything else, and it looks as if these state highway officials were wasting ink and paper and effort in trying to get appropriation for so laudable an ob ject as good roads. Great highways are no longer of merely local use, for automobiles ,have brought them into service for the general public, almost as much .by the people of other states as of those in which they are located. .; ;i . Cars run over them from far-away states in hundreds and thousands oC instances, and under present changed conditions placing the cost of the construction and maintenance of the main thoroughfares upon the local population is not fair. -.'
