Illinois, according to tax expertB,
has antiquated tax laws.. They re
main in force largely because they
bare not been enforced. Recently,
Chicago has taken up their enforce
ment, with the result that the sta
tutes may be simplified and reform
ed when the legislature settles down
to business. : But for the present the
"burden bears heavily upon certain
rich men. who claim that the tax
vpon personal property is so high as
to be confiscatory.-
Now a rich man has an ever-ready
escape from extra high taxation. He
can move. Dozens of Chicago's cap
, italists have already taken their un
dignified escape in that fashion. One
colony is settled in Lake Gdnevn,
Wis,, another at Monticello, another
at Lake Forest. Franklin MacVeagh,
former secretary of the treasury, and
JtoDert 1. Lincoln, son or the mar
tyred president, have, their legal res.
idences at Washington, D. C
there is no personal tax whatever.
present state of political opinion could
not be accomplished. The alternative
is progress toward simpler processes
mora easily -enforced'' through local

goes to business there whenever he

are 120 English sparrows to the

there are more than that number of
persons to the mile writing letters
about them for the Public Pulse.

sive tax. reform yet advanced appears
to be, the single tax upon land, which
cannot be hidden not moved from one
jurisdiction to another. The general
property tax has never ' been a com
plete J success anywhere;.-and the in
equalities of burden . inherent in its
administration - cannot be removed
without centralizing the taxing pow
er and placing the whole nation upon
the same basis.- That would require
changes in . the fundamental law of
the land, completely overthrow , the

lion dollars worth of municipal bonds
for lighting waterworks and etreet

by the city today, boosting Cleveland's
bonded indebtedness to S54,000,000.
