MEXICO'S PROBLEMS.
Evidently the meditators and the
envoys have done the proposing and
the Consviutionaliste intend to do -.he
disposing of r things internal in. Mex
ico. So much may be gleaned from
the note which comes from Durango,
Mexico, where Carranza dietatji a
message to the United States gen
erally an i to some one in particular.
That he is much ' peeved -with the
progress ct things in Niagra is evi
dent from his selection of language.
That Carranza is wholly wron; i
tot clear; that he has a great deal of
truth on his side is obvious. It would
be expecting the almost superhuman
to ask Carranza and his band of loyal
men to sit back and allow the only
partially interested meditators to
make a disposition of things when
Villa and the Constitutionalists had
made such disposition possible
through a vigorous and successful
campaign, through sacrifice of men
and treasure.
"To the victor belong the spoils," is
an old adage, as old in fact as the
courage and determination in man to
wrest power from someone else. If
men are strong enough to take
things by force, they may reasonably
be presumed to be strong enough to
stand up and speak for themselves,
when the disposition of the booty is
a question. Whether they can best
make the allotment, is another ques
tion. The allurement to be hailed chief
of a large nation such as Mexico, the
expectation to share some office of
importance for service rendered, is too
human to be argued away by men
many thousand miles from the scene
of trouble, and only indirectly con
cerned in Mexico's welfare.
While the ambition to see the semi
feudal system of land tenure broken,
and peace restored is laudable
it is human to suppose that Car
ranza has visions of the Capitnl and
the multitude hailing him as chief of
the nation for an interim. Which of
these is the greater is too subtle a
question, but each aspirant would

This will not be cured until the canker
worm of greed and luxurious indolence
has been cut out.

hunters against carelessness, is ono
adopted by the Oregon Fire asso
ciation of Portland. They have a
large number of whetstones, suitable
for outdoor use, which they are dis
tributing through patrolmen. The
useful articles are inscribed "When
you are in the woods, keep your ax
sharp and be careful not to start
forest fires." Both the state and the
local association keep up sign boards
where campers are wont to frequent.
