Miss Julia Lathrop, chief of the
children's bureau of the department
of labor strikes an interesting blow
at tardiness displayed by many sec
tions of the country in; co-operating
with the new bureau. She does
it by a brief review of work done in
New Zealand, a country marked for
its progressiveness in many lines that
Americans would do well to follow.
Like certain of our states, New
.'Zealand is young and vigorous, with
a scattered population,, and no large
cities. Yet in New Zealand co-operation
in behalf of children, and partic
ularly in respect to infant mortality,
' has reached such an advanced stage
that the children's workers have been
able to reduce the number of infant
' deaths in most of the largest cities
50 per cent in five years. In the
United States, many of the state
governments have not even arranged
to provide accurate statistics of in
fant mortality and the children's bu
reau, so far from being able to help,
has been unable even to obtain fig
ures on how many babies are born
and how many die. i
In 1912, the infant death rate in
New Zealand was 51 per 1,000. In
the United States in the same year
?uch estimates as', were obtainable
pointed to about doubltf that rate. i
In a resume of the means by which
New Zealanders have accomplished
this progress, Miss Lathrop points '
out the educational propaganda in
rural districts as well as cities, the
co-operation between volunteer and
public health authorities, and the aid
rendered by newspaper and other
forms of publicity.
The children's bureau of the de
partment of labor is an important
adjunct to government service, and
under heavy handicaps has been do
ing some rioteworthy work. There
is every reason why the states should
see that the desired statistics upon
which to base future operations are
forthcoming, and, thaf pjublic and
volunteer efforts shall be coordinated
wjth those of the government.

More Rabies On Lower Powder.
Baker, April 23. Dr. F. T. Notz,
county stock inspector, yesterday re
ceived a report from the state bac
teriologist of the examination of the
head of a coyote which was sent from
the Young ranch on Lower Powder.
The report was to the effect that
the animal was infected with rabies.
The coyote, which was killed on the
Young ranch after having bitten sev
eral dogs, is also thought to have
carried infection to other coyotes and
domestic animals. This is the first
case developed in the county in sev
,' eral weeks that has been brought to
, the notice of Dr. Notz in his official
capacity. ,i
