The following' report from Manager
Lafky to the Wednesday night meet
ing of, the council was inadvertently
omitted yesterday. It follows:
. To The Commission; I hereby re
port the following for the week end
ing April 11th.
: The treasurer collected $1,452.80
water rent including $60.25 warrants;
$524.30 street assessments and inter
est on Improvement Bonds including
$150.00 due Nov. 1st, 1913 for which
the coupons were lost and for which
the First National Bank of Cleveland,
Ohio, furnished a $300.00 indemnity
bond. Also redeemed $2,033.12 war
rants and interest.
The police made 6 arrests and re
leased 6. Also had 6 men in over
night that .were not prosecuted but
given a chance to get back to their
jobs. Fines were $60.00 and forfeit
ures were $10.00; $2.00 pond fees pre
viousy collected were turned irt.
The Recorder collected $60.00 fines
4 cases and $10.00 forfeitures in 2
cases; Received $2.00 pond tees; 4
dray licenses $200.00; 3 building per
mits $1.50; a dag tax $2.00; issued
$1,943.66 warrants allowed In April.
Water supt. spent $11.50 metering
and repair work; $5.75 on shut off
work and $11.60 on taps. '
The street supt. spent $55.00 clean
ing and $66.50 repairs, mainly grading
Cove Avenue.
Another week passed without fires.
The engineer is working on the map
showing the B. C. P. L. right of way
in the Whitman Forest Reserve. Pre
vious maps were rejected by the
government because covered lands h
side and outside the reserve. '
Also made a start on sewer, water
and grade plat for entire city.-
A Polk directory would be of ser
vice to various departments of the
city, price $5.00.
I will put on a pound master tem
porarily next week to get balance of
dog licenses and prosecute delinquents
and to pick up strays.
I recommend that warrants older
than 7 years be advertised and col
lected, if not cashed in 60 days. '

count of the wages of each workmen
subject to the act with a minimum of
25 cents for each of such workmen
Exemntions Provided For.
"Any employer in either class who
operates for 12 months without acci
dent in his Dlant and has made pay
ments to the commission as per the
above schedule, will not be required
to pay more into the fund either for
himself or his workmen until acci
dents occjur in his plant, the protection
of the act to continue the same as Be
fore; This provision Deing suDjeci io
an emergency clause to care for a
possible series of serious accidents.
"No employer may ever be called
upon to pay in excess of 3 per cent
of his pay roll for two successive
years on account of any one accident
and then never in a lump sum but
simply by paying into the fund for
two years at the rate provided for the
class in which his industry is placed.
Hospital Fees Provided.
"The act provides for the payment
of the Industrial Accident fund of
hospital and medical treatment not
exceeding $250 in any one case, ex
penses of burial not to exceed $100
in any one case and monthly compen
sation to injured workmen or their
dependents ranging from $25 to $75
per month and continuing from one
day to life, depending on the work
man's injury, the size of his family,
the amount of wages at the time of
injury and other conditions.
"Section 31 of the law provides
that any industry not enumerated in
the hazardous list may come in by
filing application with the commis
sion. 'Employers who reject the act, in
