MAIN 56 When the proposed Northside sew er district bounded by X on the North, North Depot on the East, North Fourth on the West and the railroad tracks on the South is assessed the city officials will know precisely what the project will cost, for bids will be called before the legal pro ceedings ' are taken. Except for the five-block sidewalk project now pre liminarily under way, this is the first time that the city has conducted its business this way. Manager Lafky has pointed out to the taxpayers the need of knowing exactly what the pro ject is going to cost, who the contrac tor will be, and all about it.
