Petitions Addressed to Service Com ' missions Being Circulated. vf ' Walla Walla, Jan. 13! (Special) A petition addressed to the Interstate Commerce commission of Washington, D. C, the railroad commission of the state of Oregon, and he public' ser vice commission of the state of Wash ington, is now being circulated among the dairymen and business men, of the state. v-. '. . : , The petition is being generally sign ed by the dairy interests, the com mercial bodies, and the business men throughout the important dairy sec tions of the state. The petition states the purpose is to equalize the express rates on butter and cream 'shipments to market centers. When the country 'was hew and undeveloped, the dairy herds' widely scattered and distant from the cities, the express companies put into effect a rate to induce the shipment of milk for city consump tion., ' Later : when creameries were started the same rates were applied to cream - shipments which have . a value several times that of a can of milk. h::. . A can of cream contained ' many pounds of butter In the nature of butter-fat, which is being carried by the express companies for less than one-half the rate that applied to man ufactured butter, This express rate on -cream is in many instances less than a third class freight rate. The result of this inequality on butter shipped by express, in ' cream, has been to 'build up central creameries in the big markets to the decided dis advantage of the farmers' local p'Sns: and the farmers' co-operative cream eries, it is declared. "' ':. ' ' "All these within the, great dairy sections ' have , been discriminated against, and in many cases, entirely rained and destroyed,' by unfair com petition," stated a creamery man yes terday. . "The petitioners are simply desirous of having the express com panies either lower their present but ter rate, so that it will be on the same basis as the rate on butter carried as cream, or to increase the cream rate to a point where it will be equal to the butter rate. s Some adjustment would only seem fair. ; , "If the farmers' creamery is expect ed to continue as one of the substantial-industries of the country, communities the express 'companies must so equalize their rates, that but ter cannot be shipped as cream at a less rate than it can be shipped man ufactured. The country community is entitled to some manufacturing en terprise. The local creamery is a dis tributor of many thousands of dollars monthly, and is always an important business factor in every farming com munity, and unless the public service commission gives the dairy interests the proper relief, the farmers' cream ery will soon be aa thing of the past; this is the way the matter is viewed dby the signers of the petition."
