The Section al Threshing Cylinder company, of Washington, applying to do business in this state, was denied a permit Mon day by Corporation Commissioner Watson, upon the recommendation of S; B. Vincent, examiner 'for the de partment, who finds the company has a plant located near Spokane, that it has been in operation' since June, 1912, and that up to the present but 80 of its patent cylinders have been manu factured, of which .16 are still undis posed of.' The company has also ar bitrarily raised its stock from $1 to $5, without showing earnings which, in the opinion, of the examiner, would warrant it. . The company, desires t6 issue stock sufficient . to equip and operate a larger plant."' It claims that it can make with its present equip ment from 10 to 12 cylinders a day at a prof it of $120 on each. Commis sioner Watson in his letter refusing a; permit says: . "ff you can make 10 cylinders a day at a profit of $1200 a day with your present plant, $36,000 a month or $432,000 ayear, I cannot see the ne cessity or wisdom of the sale of addi tional stock.' It would appear on the other hand that all unsold or unused stock should be retired as a useless burden on the books." . ' Whipping Abandoned. . Klamath Falls, Ore., Aug. 26. After considerable argument between Justice of the Peace E. W. Gowe'n and the sheriff's office, it was found that the law providing for a whipping post for wife beaters had been repealed by the last legislature. Sheriff C. C. Low refused to carry out the sentence of the justice imposed on William Pew. He declared that he would neither al low the man to be whipped, nor would he administer the punishment him self if it cost him his official position. He Sent the prisoner back to the jus tice for re-sentencing. Justice Gowen, after being more thoroughly informed, found that he had no authority to sen tence the man to a losing.
