tongressmen for Pendleton.
' Pendleton is anxious to have a fed
eral building constructed on the plans
of the La Grande building but the cit
izens there are hopeful of having a
much larger appropriation than came
to La Grande. .- ;' ....'
I The Pendleton East Oregonian re
cites: Judge Stephen A. Lowell has been
in communication with Congressman
Sinnott in the matter of hastening the
construction of the Pendleton federal
building, and suggested a conference
with .the supervising architect rela
tive to adapting the plana of the new
La Grande federal building to the
needs of this city. The La Grande
structure cost $65,000, and there is
now available $62,000 from the Pen
dleton appropriation. , . :," . ' .
Mr. Sinnott has gone into the mat
ter with the Washington officials, who
are of' the opinion that the increased
cost of materials since 1911 make it
now ' impossible to reproduce the La
Grande building -nert for less than
$80,000. The letter to Mr. ' Sinnott
from, the assistant secretary of the
treasury estimates that building ma
terial and labor have increased 25 per
cent since the La Grande building
was erected, or the contracts let
Therefore upon the advice "of ' the
Washington officials, Mr. Sinnott has
introduced a bill which will give Pen
dleton a total appropriation of $130,-
000 for its building, the original ap
propriation having been $70,000. It is
hoped that the measure will pass in
December, no appropriation biils being
considered at this special session.

You are hereby notified that the com
missioners appointed by the common
council, of the city of La Grande, Ore
gon, to make aa examination of the
property, upon which assessments are
to be levied to pay the costs and ex
penses of the street improvement here
inafter described a to-the valuation
and extent, if .any of the benefits to be
derived by said property by reasdb of
said improvement, have made their re
port in writing to said council, which
report has been received by said coun
cil, and is on Ale in the office of tha
recorder of said city, and is open for
your inspection. That it is the inten
tion of said council to levy a special
assessment against all' the property
hereinafter described for the' purpose
of paying the costs and expenses of
improving Spring avenue from the S.
property line of Washington avenue to

laying thereon hard surface pavement
according, to the 'plans and specifica
tions theref6re heretofore adopted by
said council and on file in the omce or
the recorder of said city. ' . '

west property line of Alder street, said

99, Chaplin's addition to the city of
La Grande, Oregon; thence west
through the center of blocks 99, 98 and
97 of Chaplin's addition, blocks 11 and
12 of Grandy's addition and blocks 8,
4, 9 and 10 of Romig's addition, to a
point 120 feet from the west property
line, of Alder street; thonco north to
the place of beginning, all in the city
of' La Grande, Oregon and the esti
mated cost of said proposed improve
ment is $30,134.00. You will further
take notice that said citv council will
meet at the council chamber in the city
building of said city on the 20th day
